Outreach and Messaging Toolkit

Individuals and families living on low and moderate incomes (LMI) are looking for ways to maximize their tax refund to achieve their financial goals. Banks, credit unions, fintechs, employers, and nonprofits can provide trusted guidance and tools.

We’ve developed an outreach and messaging toolkit, informed by robust consumer research, to help organizations communicate with refund recipients and support them on their path to financial security. Use our toolkit to communicate with tax filers about how to make the most of their tax refunds.


About the Toolkit

Commonwealth collaborated with a design firm to conduct survey research, in-depth interviews, and message testing to better understand how Americans living on LMI perceive and use their tax refunds. From these insights, we created this tax time messaging toolkit with resources to help organizations communicate with tax filers who are seeking to improve their financial security. These resources are intended to be evergreen and used for several tax seasons. Messages include phrases and calls-to-action that, through testing, have been shown to resonate most with target audiences.


How To Use the Toolkit

We recommend that messaging be used with existing customers to guide them to educational information on tax credit eligibility and maximizing the impact of tax refunds, rather than as a marketing tool to reach new customers.

To best reach and meet the needs of target audiences, design and messaging changes to assets included in this toolkit are not recommended. However, assets in this toolkit have dedicated whitespace for partner logos and names, and edits can be made in Canva or Adobe InDesign.
